I guess the clarification is just for "the world", that the leaders of "The West" don't make trouble. And in case the Hospital is flattened, "The West" leaders can ask Israel to investigate why this mistake happened. And it would be as mistake because the IOF said they won't attack it.

Exactly. The message isn’t for Palestinians because the IOF has no intention of sticking to it.
