I don't understood why these programs don't have restrictions or strict guidelines on use of funds instead of this no-strings-attached approach. Schools diverting billions of funds of Covid funding intended to improve ventilation to spend it on other items is another example.

They could but they’d get blowback from governors and state legislators for doing so because determining which federal dollars go where is how they derive much of their power

noting how quickly PA rebuilt the I-95 overpass destroyed by a gasoline tanker fire last year, someone here said this wasn't a surprise because it affected the only demographics that really counted, drivers and suburban commuters
