Illustrating that Chicago is better at arresting kids than offering them meaningful services, the police arrested 9 kids -- among 56 people total -- after Pride. At the city's recent rate, it would have taken about three months to get that number of kids through a basic course of social services.
The city set up a $10 million program to give social services to kids who get arrested. In 11 months, 35 kids got the full course of services -- about 1 for every 100 the cops arrest. Police have dragged their feet, and the city hasn't found a way to serve these kids without arresting them.
