There's more than one form of consequence, and I doubt all of them believe themselves immune to mortal weapons.

Obviously, I don't endorse political assassinations, but if you act like a tyrant and make it clear the only way to end your reign is death, you leave people with certain incentives and only can hope your actions do not cross to the point where they'll act on them.
