My dream formula for SCOTUS justices has always been (circuit courts * 2) +1, and cases are heard by a random panel of sufficient number (say 9), followed by an en banc if necessary.
there are lots of great reform ideas that would make the court more responsive to the public interest, more efficient, and more credible. which is why they're all doomed.
