Kamala Harris was not invited to join Biden's ticket to woo Black voters (who already liked Biden); she was put there as insurance against calls to replace him in 2024. The main reason party leaders have been reluctant to issue that call is that no one wants to see her as the nominee. It worked.
Why do you think that is? Too much power from California? Harris is and at managing her public image? Harris is just bad at top level party leadership (seen via her campaign and brief senate stint)?
