people have studied this stuff, gratuity culture and public corruption are closely linked. SCOTUS saying it's OK to give a tip to your mayor is pretty funny.
You see if you demand bribery payment up front it’s a bribe, but if you do it upon completion of services rendered, it’s a “gratuity.” Like a tip for your bartender.
