The question of "official" vs. "unofficial" acts reminded me of this horrifying case in CA9 where the Bureau of Indian Affairs is arguing they shouldn't be held liable for the actions of a BIA officer who raped a woman because "the officer didn’t rape the woman on behalf of the U.S. government."

Also reading Alberto Toscano's book Late Fascism and a major theme of his is the logic of prisons and police are fascist and what we call "fascism" from head of states is just that logic being taken to scale
