I wish I could find the article, but I recall back in the 1990s an investigative journalist from a Seattle newspaper uncovered a practice by which companies that needed to dispose of heavy metals or other toxic waste paid fertiliser companies, whose fertilisers were otherwise well within the ...

... maximum residue limits for those heavy metals, to add their waste the fertiliser, while still not exceeding those limits, following the dictum of "the solution to pollution is dilution." Of course, no matter how diluted, heavy metals and "forever chemicals" tend to accumulate in the soil.
