Yeah, out in Cumberland, MD local prison complex is one of if not the biggest employer in the area. While most of the prisoners are from out of area. Meanwhile the census counts prisoners as being part of the prison's area rather than their home. Creates perverse incentives to support prisons.
It's interesting how well this maps to Civil War politics. West Virginia seceded from Virginia to join the Union. Maryland had to be forced by the Army to stay in the Union.
Would be interested to see their criteria for this because it’s definitely not true for Nebraska unless you only count public colleges. And even then UN-Lincoln alone has 4x as many undergrads as the entire state has prisoners.
