Though I read the article, I have no idea what it means. I am definitely in favor of strictly-enforced election laws and integrity. My state (Texas) requires ID, which to me is a perfectly reasonable safeguard against voter fraud. I know "statistically" voter fraud is minimal, but it's still wrong.
