I don’t think this was actually any one person so much as it was electronic artists sampling their reggae & dub influences, like DJ Shadow did with Mutabaruka on “In/Flux” — it’s sort of the stylized roots/dub MC voice

You're probably right. But I feel like I've heard a specific voice (the first one at least, not 100% sure the Haslinger is the same one) a dozen times. I have to think it's the same person, maybe a famous DJ at the time or something
