Perhaps I’m skeptical of the “catching criminals reliably is enough deterrence” concept in that I’ve spent years watching big tech leaders do evil things, laugh off getting slapped with comparatively tiny legal fines as a result (which does happen often), then merrily keep on doing evil things.
