no, they're not if a starter pack is being used for harassment you can report it, but ultimately it's literally a fancy list which is a feature we've had for over a year without much trouble

@pfrazee.com no need to respond lol but I saw this crazy claim on that starter packs are somehow an “official response” to some of the labeler drama I don’t rlly know anything about. I pointed out that the branch was created (or made public) 26 days ago before any of that nonsense
