In 1953 the Chicago Motor Club issued a report for the city of Aurora, Illinois. Called School Crossing Protection, the report cautioned against “over-protection of the school child.” This excerpt is from page 1.

To protect children walking to and from school, parents demanded stop signs, traffic signals and crossing guards at busy street crossings near schools. Motordom feared that such measures would slow drivers down too much.

In a cover letter, Charles M. Hayes – the club's president for 39 years – assured Aurora’s mayor: “the recommendations submitted by our traffic engineers are based upon sound engineering principles and the experience they have gained making similar studies in numerous other municipalities.”
