Worth noting that if you like the Fading Suns setting but don't like how fiddly the 4e rules are, there's a free official accessory on drive thru for "streamlining the rules" (bringing it down to normal RPG level)

how bad is it on a 1 to eclipse phase scale

I'd say the original rules for 4e are Eclipse Phase +2, the streamlined rules are 2 (similar to 2d20 system games, but without an AP pool)

The full rules have an AP type system represented by tokens, but you can immediately see how complicated the system gets because it goes, "Okay, there is a bank for players, a bank for the GM, and then an vague amount of possible 'sub-banks' that can show up depending on character options
