The Tropico series is very good. Tropico 4 is my favorite. Build out cities and economies on tropical islands in order to meet specific objectives, with a killer latin-American (Cuban, to my ears?) soundtrack. Cheesy humor, engrossing gameplay, fun graphics.

2P Hospital is good too, and if you’re looking for something kinda easy and small scale but fun, there’s an aquarium sim that is very addicting
