the docs note "pii such as birth date and driver's license number are not included" which is funny in light of having name, address, phone, race, birth year, & birth state
this isn't really a drag on north carolina; cost and friction for voter file access varies from state to state but they are in many cases "minimal," which suits me fine. ballotpedia.org/Availability...
