Republicans: here is our plan which we will carefully execute over the next forty years until we have gained control of SCOTUS
Dems: If we can't pass it next week under the current Congress it's not worth mentioning
DEMOCRATS: "We need big showy wins we can boast about to win elections."
AMERICAN PEOPLE: "What if you don't get big wins?"
DEMOCRATS: "Then we can use the GOP to scare them into voting for us. Either way, we win!"
I wonder how much this speaks to GOP capture by specific interests that are, themselves, pretty single minded, versus Dems having to at least some small degree a less centralized party.
