This federal rule has been a long-time priority for the farm worker movement and is the result of decades of advocacy by farm workers, often in the wake of immense tragedies including farm worker deaths. 2/
This is the reason why the Biden administration is exceptional. These regulations have to override such drastic, inhumane state laws such as one in Fla which went into effect yesterday.
