It's only uncinstitutional for the president to receive money from foreigners, it's not actually illegal.

Correct. Violation of the emoluments clause, or even quid pro quo, as it would obviously be transactional, is an impeachable offense of high crimes and misdemeanors. But who would ever expect Trump to uphold the Constitution?
