this is the sort of thing people like to mock but like, the alternative is cops everywhere and national guard soldiers with guns apparently so maybe some research and pilot programs to see what works might be nice

Yeah, like, the best thing would be to just make the entire system free at point of use and fund it through taxes (and the savings in fare avoidance enforcement), but the second best thing is to find out which interventions can increase voluntary compliance instead of "just add more cop"
