the members who passed didn't say why in committee, but it is a very large bill with a lot of parts that was filed less than a week ago. Sometimes members pass because they haven't had time to read it.
Thank you. The Secretary of State drew attention to their lack of support so I read the whole bill and couldn’t spot what might have snagged it. I appreciate your response.
