Fun fact! If you own a car there is nothing stopping you from buying a couple flats of water and driving around and handing them out at homeless encampments!
While there are many municipal laws regulating giving out prepared food, sealed bottled water is a freebie everywhere I've ever checked unless you're in GA and the thirsty people in question are in line to vote. This isn't necessarily 100% but I think bottled water is simply not worth worrying about
I say this because I dont think its helpful to point individuals to their local municipal codes for this kind of thing. An organization that regularly does this in bulk should read up on the law but a random guy with a flat of water is so unlikely to need to that I dont think barriers are a concern
