Actually you can tell if it's upside down based on the center star. A supposed symbol of Klan membership in the late 1980s was a confederate flag license plate, or sticker displayed upside down.
I live in Arkansas. The Confederate flag IS the state flav. Our new controlled repube woman Governor has nicknames, one of which is Sarah KKK. Racism is rampant.

I happen to notice while searching for that example, it was the only one I could find. There was a few I've seen that did the X into the racist symbol as a gift.
