People are like "why would these supposedly pro business Republicans be cutting funding for public universities that are huge economic growth engines" and like look at how the richest states vote and how the poorest states vote. If you were a Republican would you want your state to become wealthier?

It’s basically legal in Louisiana but it was by accident. They made hemp derived products legal to help farmers so we have drinks like Crescent 9 THC seltzer and gummies.
They recently tried to ban those but the bill failed. So, they limited it to 5mg per drink and only in bars/restaurants.
It’s also effectively legal in New Orleans. The city police won’t arrest you unless you have more than 2.5 lbs. or are doing a worse crime. Outside New Orleans, up to 14 grams is just a $100 ticket but no arrest. It’s a summons like a traffic ticket.

I’m not sure if it’s federal but locally, there was just a big fight in the LA legislature. The alcohol lobby wanted it banned. The bar/restaurant lobby wanted it legal. I think that’s how they ended with “Legal but not at gas stations.” Corner stores can also sell it. It was a weird compromise.
It might be one of those "opt out" kind of things, where a state would specifically have to pass legislation banning the hemp stuff? And only in the sense that brick and mortar IN STATE could sell (because if it's a federal law, you can't block e-commerce due to Constitutional thingy)
These laws are so stupid, I swear. In Texas, we have the same loophole operating for delta-8 and delta-9 THC products, and they're sold at most gas stations. However, we're not allowed to sell liquor at gas stations or grocery stores, but Louisiana is fine with that. Cross the border and swap bans.
