Better education is always a smarter solution than stricter enforcement. Drivers are humans too and react with natural resentment to punishment. The vast majority of drivers speed for other reasons than antisocial behaviour.

Speedwatch roadside sessions seemingly appearing randomly is a very important element of surprise that makes drivers never know where and when it's 'safe' to exceed the speed limit. The lack of predictability keeps habitual speeders alert and therefore the speed down.
