I've always found it delightfully ironic how anti-socialist Texas meekly accepts federal funds for it's highways but adamantly abhors toll roads as unjust to their independent spirit.

What do you mean? We have toll roads all over Texas.

Tbf, it's roads not highways. At least about 60% of highways generate enough trips for the gas tax to cover maintenance. Almost no roads do.
