The SC has created a minefield—I think that was the goal. Trump will use it recklessly, and it will take a long time to figure out what can and cannot be checked by the courts.
I think the idea is that "official acts" is defined as "whatever Republicans do" and "unofficial acts" is defined as "whatever Democrats do that a subsequent Republican administration does not like."
