Oh. I’m super aggressive passive on this. “Oh hey. I’m just gonna move you guys over because I need some frozen potato’s cool great” and physically scoot them out of my way Politely and gently

depending on the person I may smile deferentially and say "um, excuse me, can I just get in here, I need to grab something" but if it's someone who seems angry or something I don't bother

Being obvious and just disappointed/disapproving seems to work better.

I never apologize.

That's an invitation for bumpercarts or an obvious repositioning of the offending cart with a loud enough harrumph they notice bit not so loud as to make a scene.

Don't even need to be diagonal. Just side by side.
