Insulation and a heatpump should be a no brainer. But then landlords don't pay the power bill so they don't care.

Under the healthy homes legislation these issues should already been attended to

A lot of NZ rental properties are still going to be cold and hard to heat, even with these changes.

I know cause if they are leaky/drafty it still costs a lot to heat

According to my rental agent the landlord has time until sometime next year

Mine told me it had to have extractor fans in by may/June this year or they couldn't rent them out.

Ours did install enough insulation to meet the Healthy Homes requirements, but didn't install a heatpump because we have a fire (which meets the requirement of a heating source). I can afford power (or firewood) but I still wish we could have a heat pump.
