It looks they slightly modified the Hispanic or Latino definition from "A person of Cuban, Mexican, Puerto Rican, Cuban, South or Central American, or other Spanish culture or origin, regardless of race. The term, "Spanish origin," can be used in addition to "Hispanic or Latino." to +

"Includes individuals of Mexican, Puerto Rican, Salvadoran, Cuban, Dominican, Guatemalan, and other Central or South American or Spanish culture or origin." I wonder if there was any discussion on whether this means that now Brazilians are considered Latino under OMB's definition.
