That distinction is way too complicated for me! I see the services as related and interwoven around the boundaries rather than something sharp and linear, that's all.

Ambulance and paramedics is almost (but not quite) a Venn diagram circle...the not govt-funded part is pretty much a circle...

🧵1/n There is major issues with Public Private partnerships based on assets in private ownership. But both unwillingness to spend by governments & private profit motive optimised returns leads to under investment in maintaining the infrastructure & failure to meet demand from population rise.
