For every 1 fighter we need 7 people on the homefront.
This includes artists, journalists and other jobs in publicity and arts in charge of keeping up the fighting spirit.
If we are to stay ready to fight off fascism any time it comes knocking, we need to keep up the spirit with art.
During times of peace, the publicity front becomes even more vital, as does developing theory. We can't let ourselves weaken in times of peace, or let development of theory stagnate.
If theory development stagnates, our next state will not be sufficiently better than previous states, or worse yet, it will not be suited for our times.
Constant theory development and dissemination of new theory is needed.
The opposite doesn't have to be true, you can have art that isn't inherently political while still having a ton of it that is. A lot of things like this are nuanced.
