This does not include gas and oil developed for export, does it?

It includes the domestic emissions associated with that production and liquefaction of gas, but it does not include the molecules shift abroad.

Thank you Jesse. I worry that touting US emissions reductions while the US is exporting so much could be a form of greenwashing.

It is consistent with how every country in the world treats their national climate goals. We can absolutely talk about oil and gas exports as well (I did extensively here heatmap.news/podcast/shif...) but the calculus on exports is a lot less straightforward as it depends what it displaces.
