FWIW, the usual US style for foreign leaders is to drop all titles other than the principal on the first use, last name on the second; so "PM Starmer met King Charles today to form the government, although Starmer and Charles' conversation will not made public"

I vaguely recall this from the AP style guide back when I wrote about ASEAN meetings and stuff

It gets very unwieldy with some foreign leaders otherwise, because some, uuuuh, have a lot of titles

"Today Prime Minister, Sir Kier Starmer, met with King Charles the Third, by the Grace of God, of the United Kingdom of Great Britain and Northern Ireland and of His other Realms and Territories King, Head of the Commonwealth, Defender of the Faith, to form a government. The meeting between ..."
