I have TELLARITE OPINIONS. I really do think they peaked in Enterprise. The more recent attempts at them (other than Lower Decks) are less interesting.
I'm willing to embrace a cornucopia of theories and ships about Trek--IDIC and all that--but no. Just, no. JP may be an unusual example of Tellarite, but Neelix is just a cross between a Pakled and a pineapple.
