It's all just paper, pure dilution of the other shareholders, not that different from the Trump fiasco. You can issue more stock, but the denominator goes up. It's insanity, but it's the Rat.
I think if you use 529 funds for something other than college-related you are hit with a big tax. It would be like taking from your 401k/403b before you are eligible. But, yeah, I wouldn’t put it past them to do it if they actually saved anything for their kids college.
