In many other representative democracies, they'd literally be barred by law from spending ANY electioneering money until August at the earliest.

I dont know the full extent of this specific law, but in Quebec, an election process is regulated and lasts a month. Of course it starts way before this, but ads and official campaign stuff is strictly confined in this time slot.
