Well, Wiley's a huge part of the problem here: "...the company’s revenue is increasingly coming from those processing fees and that the publisher makes money not from the quality of what they publish but from the quantity."
‘A Catastrophic Mistake’: Upheaval at Philosophy Journal Points to Publishing’s Conflicting Interestswww.chronicle.com Wiley’s removal of the longtime editor of a prominent political-philosophy journal has spurred charges that the company is trying to maximize production, not quality.

Tip of the iceberg in my opinion. The proliferation of journals over the last couple of decades has been absolutely ridiculous. Combine this with the current obsession with metrics in the evaluation of academic research and you have a recipe for disaster.

Yeah, there's been a lot of critique addressing all of this

Academic journals are giant money making machines. They don't care about fraud. They don't pay the authors (hell, the authors pay the publisher thousands of dollars), you don't pay the reviewers and they make people pay thousands of dollars to read them. It's what drove me away from academics.

Generally, yes. But there are other models! I’ve sought to work with ethical open-access venues — free to publish, free to access, paid professional editors — throughout my career

“For Wiley, which publishes more than 2,000 journals, the problem came to light two years ago, shortly after it paid nearly $300 million for Hindawi, a company founded in Egypt in 1997 that included about 250 journal.” <= Question should be was appropriate due diligence done before that purchase.

Imagine if for the privilege of paying an absurd amount to have your work published in a peer reviewed journal that also costs an absurd amount to subscribe to, your work actually got legitimately peer reviewed and so did all the rest, resulting in a high quality peer reviewed journal.

Can any academics here explain who is producing the fake papers and why?
