I am familiar with Grants Pass and similar communities in Oregon. What this means on the ground level is that these cities will try and to some extent succeed in making it untenable to be homeless there, fully cognizant that this will push this population to larger towns nearby. In this case, 1/2

the cities of Medford and Eugene. Others will push the problem towards Portland Metro. The policing and cruelty is not the point per se, but to move the problem on and not have to look at it (w/o regard to the impact this has on the homeless or other cities). 2/2
