She just got tired of having a dog around and wanted to kill it. The story about the dog killing chickens is almost certainly a lie.
Whenever a GOPer commits some awful act, they always retcon a lie to justify it. Noem killed her dog. She wanted to include the story in her book because she thinks it makes her look tough, but she knows just shooting a dog looks bad. So she almost certainly invented the dog's misbehavior.
