It's only bribery if you do it in front of a notary, shake hands with the special bribery handshake, and recite the words "this bribe of current market value $5000 or more is for a corrupt action you otherwise would not perform" and the official responds "thank you for your bribe for my corrupt act"
How is a reasonable person to know it’s bribery unless the man with the money wears a top hat and bowtie and comes floating into the room on an umbrella?
