While it was never particularly likely, it is clear after the first two days that there will not be a finalized Mining Code for the Assembly to vote on this session. Which means, unless they call a special meeting in the Fall, 2024 will not be the year that the Deep-sea Mining Code is completed.

Several member states have made extremely sound and cogent arguments regarding how the rules and regulations of the ISA protect contractors, but I have not heard a compelling case for how those rules apply to Greenpeace. Seems like only the flag state for the Arctic Sunrise has authority here.
