“He’s always been like this” is an affirmative defense against claims of cognitive deterioration.

Man I love him but he is way off his peak. Contrast with his destruction of Paul Ryan in 2012. But you’re right that it’s not cognitive deterioration. His cognition is fine but it’s harder for him to express himself and it looks bad.

I suspect his physical appearance is hurting him more than anything.

Americans see the President as a reflection of themselves. A frail old man with parsing steps and a stutter triggers some primal insecurities.
