They need a minimum of 412592 signatures to be valid, with some various county-specific requirements. That would be ~56.5%, for comparison.

Indeed. If (when, I would guess, given previous votes and local knowledge) it passes, I expect them to pick at the edges instead of outright refusing, because the local voters aren't really Rs, they're (as @rooster.substack.com says) hog voters, who would actually take notice if they just refused
