I’ve worked at hospitals (yes, plural) where protestors (2A usually) block all the ambulance entrances to all the hospitals in town. Coordinated effort. How is that not terrorism?

Yes. Driving around (and then parking) with semi automatic rifles out their car windows. Literally closed all traffic to ERs all over town for a couple of hours.
