Right! And I have lots of questions about the underlying data. Are they including federal prisons? Are they including private colleges/universities? I've tried to make sense of it, and can't.

If the point is to show where public funds are going, well, California has only 32 (?) public four-year colleges/universities, but over 150 jaiis/state prisons, so what's it doing on the map?

If you're including private colleges/universities, California's roughly equal between colleges and jails/prisons, but then what point are you making?

The mere fact that whatever metrics they used resulted in making West Virginia- WEST VIRGINIA! - look like a state that prioritizes providing access to college education is pretty much all the evidence you need to know something is not right.

You're right, Ohio 88 counties each with a county lock up and I imagine half those counties don't have a community college or university. Only guessing,
