Adding to my comments on All Things Considered: Hamas deliberately locating military objectives (including the targeted commander) amidst civilians is a war crime (using human shields). That said, it does not change IDF obligations, which are as described in the interview www.npr.org/2023/11/01/1...

Gallant is ordering a massive war crime (ICC 8.2.b.xxv) & very likely a crime against humanity (ICC 7.1.b, 7.2.b [extermination] / 7.1.k [inhumane acts]). Presence of combatants w/in a civ. popul'n does not affect its civ. character (AP I 50.3). Possibly genocide (ICC 6.c). ICC has jurisdiction.
Yoav Gallant (Israeli defence minister): "I have ordered a complete siege on the Gaza Strip. There will be no electricity, no food, no fuel, everything is closed. We are fighting human animals and we act accordingly."
