Wow! It does look like Colon, but he drew off-model just enough for satirical purposes. It also looks like he was trying to hide his own style by drawing just a bit worse. 1 1 7
Could be Ernie drew it straight-up Casper, and Marie made it off-model in the inks. It'd have gone faster for him that way, at least... 2 8

I'm curious how you know it was ghost-penciled by Colon. It makes sense because he did draw for Crazy at the time. I can't find any info online. 1 1

As a kid, I always assumed the three adult ghosts were his killers, who killed each other in a ransom money argument, after killing him, and are cursed to be trapped with him there forever.
When I read this I thought, that's ALL?
I thought the Simpsons' joke about Casper being Richie Rich's ghost was dark. Wow.
I love this, Severin really nails the Casper style
